When trying to upload a profile image, the bar turns green, but NEVER completes the upload. As a result the profile image never appears. I have searched the forums, and have tried many things, with no success. Including:
1. lib/cache folder has proper CHMOD 755 or 777 and that the folder contains empty index file
and another file with .touch extension (0 byte) If you have problems viewing user thumbnails you need to check
the chmod of your lib/cache folder and these 2 files and make sure the folder is writeable.2. In compatibility settings, I have played with Method A and B, and also URL encoding and path.
3. I have tried many images of various sizes.

I can help you, go to your server files, find a file call .htaccess on this direction >wp-content>.htaccess and leave it blank delete all the lines on there. save the file and upload the file to your server. them you are going to be able to use your upload profile and background image.
I don’t see a .htaccess. In the wp-content folder, I see an index.php, a folder for Plugins, Themes, Upgrade, and Uploads only.
I have tried all the above (including .htaccess) and still facing the exact same issue. Any other ideas?
