CSS and User Upload Issue for non-admin

Hi,

I appear to have 2 issues:

1. The user profile pictures do not upload for non-admins and I obtain the response “ERROR: server abort”
2. when a non-admin user logs in the CSS changes.

Any idea on how to resolve either of the above.
