Yes it is possible to add users as a admin , it is feature of WordPress when you log in as admin you can see a option USERS at the left side there is a option to add users you can do it from there it self.

You as an admin from backend – can only add users via WordPress Add User Functionality .

On another note, Just to let you know – You can send email invite to users you want to get added/registered on your site . So that they can register on your site .
