Is there a way for users to be created by an admin on the front end?

E.g. an admin can create a staff member profile on the front end?

Can an admin do this while logged in? I only want an admin to be able to add users, so the admin will need to be logged in to add the user. (Since I will restrict access to that page/form for admins only)
