Can user restrict base of Badges and Achievements??

Can I restrict user based of badges?
I mean can I use this badge function instead of something like membership level?

For example, Let user can create group and use forum and the others.
If it can’t, plz let me know Plugin.

Currently we do not have a feature to restrict users with respect to the badge .
I have added it in our wish-list.Thank you 🙂
