Is there a way to allow users to upload more pictures to a post they submit? And if there is, is it possible for it to be submitted through a URL and not upload?

I am looking to allow my users to submit photos to the website. I am actually looking to allow them to submit image urls instead of upload photos themselves to preserve space on my server but what ever will work. I just want the ability to allow users to submit images with their posts.
